Design and construction works for the refurbishment and fitting-out of Building B3 of the Palace of Parliament

Summary

The procurement covers additional design and construction works, together with technical assistance from the designer, for the refurbishment and fitting-out of Building B3 of the Palace of Parliament at 2–4 Izvor Street, Bucharest. The estimated value is RON 69,769,463.79 excluding VAT. The contract lasts 1,920 days, or 64 months: 30 days for design, 90 days for construction and a works guarantee period of 1,800 days, or 60 months. The bidder must demonstrate average annual turnover of at least RON 18,094,000 for 2023–2025, the required experience in similar works and design services, and an average annual workforce of at least 260 over the last three years. Proof of business registration and beneficial ownership is also required. The bid must include a completed European Single Procurement Document; a consortium agreement for a joint bid; and, where subcontracting is proposed, subcontractor details and signed subcontracting agreements. The award criteria are price (40%), organisation and methodology (32%), key personnel experience (24%) and environmental performance (4%). The procedure is subject to a suspensive condition: contract award depends on the fulfilment of funding and legal prerequisites.
