Supply of drinks to various locations of the local authority of Diepenbeek (2027–2031)

Summary

The local authority of Diepenbeek is procuring drinks and related consumables for its buildings and facilities from 1 January 2027 to 31 December 2031. Deliveries will cover the town hall, library, technical service, cultural centres and other local sites. The number of delivery locations may increase or decrease during the contract, without entitlement to compensation for the supplier. This is a single-supplier framework agreement with a maximum value of EUR 1,100,000. Performance involves drinks equipment and installations and their maintenance; the authority will also assess ordering and delivery arrangements, flexibility, and access to a 24/7 emergency service in the event of technical failure. For up to 12 additional events per year, the free provision of dispensing equipment and other necessary items will be assessed. The award criteria are price (40%), service delivery (20%), product quality and range (25%), and additional commercial proposals (15%). The tender guarantee is 3% of the estimated contract value excluding VAT, rounded up to the next ten. Bidders must meet the minimum annual turnover requirement of EUR 160,000, provide delivery references from the last three years, and submit the required exclusion declaration and a criminal-record extract issued no more than six months before the bid submission date.
