Supply of low-voltage network monitoring and remote measurement units

Summary

The procurement is divided into two lots for integrated low-voltage network remote measurement and monitoring units (KIF RTUs): up to 3,800 units for the Démász network and up to 1,960 for the Émász network. The units must measure electrical parameters and voltage quality, detect low-voltage network faults and voltage interruptions, support remote switching, and store and transmit measurement data and events. Optional external peripherals are not included. The buyers undertake to order 70% of the framework quantities: 2,660 units for Démász and 1,372 for Émász. The remaining 30% may be ordered separately during the contract but is not guaranteed. Orders will be placed monthly; each order will be for 80–240 units for Démász and 40–120 units for Émász, with delivery within 30 calendar days. The contract runs for 30 months and may, if necessary, be extended once by up to 8 months. Bids may cover either or both lots. The firmware licence must remain available for the entire service life of each unit at no additional charge, and the supplier must provide necessary firmware updates during the warranty period. A full 36-month warranty is required. Within the contract price, the supplier must provide in-person training in Hungarian for the buyer’s staff: 4 sessions for Démász and 3 for Émász, each lasting up to 4 hours for no more than 20 participants, within 60 days of the contract taking effect. The bidder must demonstrate relevant supply experience: at least 60 electrical-energy remote-measuring, fault-detection or control devices for the Démász lot, and at least 30 for the Émász lot, completed within the previous 36 months (the work may have started up to 72 months earlier). Offers will be evaluated on net price and power consumption when relays are not operating; 3 W is the most favourable consumption level, and an offer above 10 W is invalid. The offer must include the completed price schedule in XLS/XLSX format and as a signed PDF, together with the technical offer required by the tender documents. No bid guarantee is required.
