Reconstruction of water pipelines in Veliko Tarnovo Municipality – two lots

Summary

The procurement has two separate lots, and bidders may submit for either or both: (1) reconstruction of the water pipeline along Nikola Gabrovski Street and connecting streets in Veliko Tarnovo, in two consecutive phases; and (2) reconstruction of the pressure pipeline from the pumping station to the village of Malki Chiflik. The contractor must carry out the construction works, including supplying materials and equipment, temporary works, pipe installation, testing, flushing and disinfection, reinstatement of affected areas, as-built documentation and correction of defects during the warranty period. The work must protect existing infrastructure and keep water interruptions as short as possible. The estimated total value is EUR 903,337.28; according to the notice, funding had not yet been secured when the procedure was launched. Bids are evaluated on the lowest-price basis, and the bid validity period is six months. No bid security is required. The performance security is 9% of the contract value excluding VAT and unforeseen costs; an advance payment may be proposed up to 20% of each secured funding amount and must be fully secured. Bidders must meet the registration, experience, technical manager and equipment requirements for the relevant lot and submit a compliant bid. The construction period is 210–270 calendar days for Lot 1, with 120–150 days for Phase I and 90–120 days for Phase II; the period for Lot 2 is 150–180 calendar days. A bid proposing a shorter or longer period will be rejected.
