Dynamic purchasing system for electricity procurement

Summary

The procurement establishes a dynamic purchasing system for 24 months to buy electricity for several joint contracting authorities. Electricity will be supplied in full through the Hungarian electricity network to the specified consumption points, without a scheduling obligation and at the quality required by the applicable MSZ-EN 50160 standard. The contracted volume is 33,188,864 kWh; the authorities may increase it by up to 20%, giving a potential total of 39,826,636 kWh. Suppliers admitted to the system will later receive specific invitations to tender with the relevant consumption points and contract details. The only award criterion is the net tender price. Participation requires a valid Hungarian electricity-trading licence; no separate technical or professional experience requirements are set. Applications must be submitted electronically by 12:00 on 30 October 2026. No tender guarantee is required. Invoices are payable in HUF within 30 days. Contract penalties include 0.5% per day for delay, 0.1% per instance of defective performance, and 30% of the affected consumer’s annual electricity cost for failure to perform.
