Procurement of firewall equipment and Firewall Management Center software, and upgrade of WAN and DCN licences

Summary

The Romanian National Meteorological Administration is procuring an integrated firewall and network management solution. The supply includes 2 firewalls for the headquarters and 6 for regional offices; 2 software and support upgrades for the central Firewall Management Center (FMC), with at least 12 months of software support; 20 WAN licences at 250 Mbps for at least three years; 2 WAN licences at 10 Gbps for at least three years; and 2 DCN licences for at least one year. The estimated contract value is RON 770,530. The contract also covers delivery, installation, configuration, migration, testing, commissioning, documentation, training, warranty, maintenance and support. Equipment must be new, original, unused and compatible with the existing infrastructure. Delivery is due within 60 days of the contract taking effect, and acceptance tests must be completed within 30 days after installation of the equipment and specified licences. Delivery and installation locations are the headquarters in Bucharest and regional offices in Timisoara, Constanta, Bacau, Carcea, Cluj-Napoca and Sibiu. The offer must cover the entire procurement; partial offers are not accepted. Price accounts for 70% of the score. Three technical factors each account for 10%: the number of additional transceivers for the headquarters firewalls, a RAID 1 configuration with two NVMe SSDs of at least 900 GB each for each headquarters firewall, and the time to complete acceptance tests. Completing the tests in 21–30 days earns 0 points for that factor, 16–20 days earns 5, and up to 15 days earns 10; more than 30 days makes the offer non-compliant. Bidders must meet the registration, turnover and similar-supply experience requirements.
