The procurement is for the supply of one surgical robotic system to the University Emergency Hospital in Bucharest. Energy use is assessed on the basis of three hours of active operation and 21 hours in standby; incomplete data for either mode earns no points for this factor. Training can earn 7 points for an initial session of at least two hours for at least three people, and 3 points for at least one annual refresher session of at least one hour for at least three people throughout the warranty period. The warranty must be at least 24 months; periods exceeding 60 months earn no additional points. Technical scoring also considers, among other things, compatibility with knee implant brands, customisable workflow and the number of joints in the articulated arm. Tenderers must demonstrate valid registration and professional capacity, hold the required medical-device operating authorisation or prove lawful activity in an EU or EEA country of origin, and hold ISO 9001:2015 certification or an equivalent. The bid must include declarations concerning exclusion grounds and any intended subcontracting. Supply of the device may not be subcontracted, although ancillary services or works related to the supply may be.
