SaaS platform for online audiovisual content analysis

Summary

The procurement covers access to a cloud-based SaaS platform for analysing online audiovisual content, together with the related services, for the audiovisual regulator. The platform must automatically collect and analyse public content from YouTube, TikTok, Facebook Video, Instagram Reels and X, with capacity to process at least 2,000,000 content items per month. It is intended to support online monitoring, analysis of topics and trends, identification of potentially harmful content, analysis of radio and television programme transcripts, and reporting. The procurement is for a framework agreement lasting up to 48 months with one supplier, generally followed by annual call-off contracts. The annual access fee must include hosting, administration, security, maintenance, updates, technical support, configuration, integration, testing and user training. The estimated maximum framework value is RON 4,800,000 excluding VAT, and the estimated value of the largest call-off contract is RON 1,200,000 excluding VAT. Data must be hosted and processed exclusively within the European Union or the European Economic Area. The solution must support at least ten simultaneous users and training for six users, retain data for at least 12 months, and enable monitoring of content published during the preceding 30 days. Monthly availability must be at least 99.5%; critical incidents must receive a response within one hour and be resolved within four hours. Support must be available on working days from 08:00 to 18:00 through at least two channels. The bidder must also meet requirements for secure authentication, cloud infrastructure certified to ISO/IEC 27001 or equivalent, a Romanian- or English-language interface and documentation, complete data export, and auditability of automated components. The bidder must be legally registered, have average annual turnover of at least RON 1,200,000 for 2023–2025, and have delivered at least one similar service during the preceding three years that was actually put into use. Tenders are evaluated on technical merit (70 points) and price (30 points). Technical scoring covers additional platform capabilities, higher monthly processing capacity and longer retention, as well as improved support for critical incidents. No tender guarantee is required.
