Hybrid snow groomer and mobile snowmaking machines for the 2027 winter sports event

Summary

The City of Predeal is procuring sports equipment in two lots for the organisation of FOTE 2027: Lot 1 is one hybrid diesel-electric snow groomer for maintaining the slopes at the Clăbucet ski area; Lot 2 is three mobile automatic snowmaking machines, each with its own water pump, for the Valea Râșnoavei cross-country skiing and biathlon complex. The supplier must transport and deliver the equipment, install and configure it where required, test and commission it, train the contracting authority’s staff, and hand over the technical documentation. The contract also includes warranty, maintenance and technical support. The planned duration for each lot is four months. For the snowmaking machines in Lot 2, the stated power limits are up to 22 kW for the turbine and compressor combined and up to 20 kW for the pump. Bids must be submitted electronically by 3:00 p.m. on 6 October 2026. Bidders may tender for both lots, and the same bidder may win both. Evaluation weights are price 85%, warranty 5%, and delivery, installation and commissioning time 10%. The minimum warranty is 24 months; a warranty of 36 months or more earns the maximum points for the warranty criterion. No bid guarantee is required, but the performance guarantee is 10% of the contract value excluding VAT. Bidders must demonstrate legal registration and similar supply experience during the preceding three years: at least RON 3,000,000 excluding VAT for Lot 1 and RON 900,000 excluding VAT for Lot 2, with no more than three contracts per lot. The European Single Procurement Document must be submitted with the bid; the highest-ranked bidder may be asked to provide registration and experience evidence.
