Procurement of warm jackets and tracksuits

Summary

The procurement is divided into two lots: warm jackets for the fourth layer of an outdoor uniform, and tracksuits consisting of sweatshirts and trousers. Lot 1 covers at least 71,034 and up to 92,344 jackets. Lot 2 covers at least 54,067 and up to 70,287 sweatshirts, and the same quantities of trousers. Tenders will be evaluated on the basis of the price or cost-to-quality ratio, and alternative tenders are not permitted. The tenderer must submit technical data, laboratory test reports, manufacturer and packaging declarations concerning environmental requirements, a national security declaration and the required European Single Procurement Document. Material samples of at least 2 metres for the relevant lot must also be delivered to the contracting authority before the deadline. The tender must be submitted electronically in Lithuanian by 29 October 2026 at 00:00. Tender validity is secured by a penalty obligation equal to 2% of the total tender price excluding VAT. The detailed selection criteria must be checked in Annex 4 to the tender documents.
