The bidder must confirm that neither the company nor its representatives are subject to exclusion grounds such as final convictions for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, child labour or other forms of human trafficking. The bidder must also confirm compliance with tax and social security payment obligations; the stated threshold is EUR 0. Other grounds concern breaches of environmental, social or labour law, bankruptcy, insolvency or liquidation, agreements with creditors, assets managed by a liquidator or court, suspended business activities, serious professional misconduct, anti-competitive agreements, conflicts of interest, involvement in preparing the procurement, serious or repeated failures under earlier public contracts, and false or withheld information. National exclusion grounds also cover enabling the employment of unlawfully staying foreign nationals, international sanctions and convictions for tax offences. Where an exclusion ground exists, the bidder may provide information about remedial measures restoring its reliability where legally permitted.

For each lot, the bidder must have completed at least one similar service contract during 2022–2025, namely a winter maintenance or road maintenance contract. The contract does not have to be completed. The bidder must provide a description, value, period, contracting authority and contact details, together with any available supporting information. For each area covered by a bid, the bidder must have at least two snow-clearing machines. Rented equipment is permitted, but the bidder must be able to demonstrate its availability. Each machine must have a power of at least 85 horsepower, a front rotary or combination plough with a working width of at least 3 metres, an unladen weight of at least 3,500 kg, a yellow beacon and road-traffic-compliant markings. The equipment must allow the plough blade to be changed from a steel blade to a rubber blade when necessary. This information must be provided in the European Single Procurement Document, and the contracting authority may inspect the equipment or the rental documentation. The bid must follow the required price-submission structure, conditional bids are not permitted, and any claimed equivalence must be explained and supported by evidence. Joint bidders must submit an authorisation for their representative. The bidder must also identify any trade secrets and justify their classification; the bid price and relevant evaluation figures may not be classified as trade secrets.
