Compliance requirements
The bidder must confirm that neither it nor its management or supervisory body members have, within the last five years, been convicted of participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, fraud, or any other exclusion grounds listed in the tender documents. If an exclusion ground exists, the bidder may submit evidence of self-cleaning where permitted. The bidder must also confirm that it does not use a subcontractor that would have to be replaced during contract performance and that the offered goods are not subject to international sanctions and do not originate from a sanctioned area.
Qualification criteria and exclusion grounds
The bidder must involve a person responsible for the works who holds at least a level 7 certified HVAC engineer qualification or a level 7 thermal energy engineer qualification. If the specialist’s certificate was issued in Estonia, the contracting authority will verify it in the professional register and no separate certificate needs to be submitted. If the certificate or other proof was issued outside Estonia, the bidder must submit a document from the competent authority proving the qualification and a document from the competent Estonian authority confirming that the foreign qualification corresponds to the qualification required by the contracting authority.
