Tenderers originating from third countries must be excluded. For this procedure, third countries are countries that are not EU Member States, EEA countries, parties to the WTO Government Procurement Agreement, or countries with which the EU has concluded a reciprocal free trade agreement containing public procurement provisions. The tenderer must state the country in which the company is registered and verify its eligibility before submitting a tender.

The tenderer’s annual sales revenue for each of the three most recently completed financial years, namely 2023, 2024 and 2025, must be at least EUR 380,000 per year. For tenderers established outside Estonia, signed financial statements or equivalent evidence may be requested. Within the 36 months preceding publication of the contract notice, the tenderer must have delivered at least one aluminum profile processing center. The tender must include the customer’s name and contact details, a brief description of the delivered equipment, and the month and year when the works were accepted. The tenderer must submit the completed technical requirements form in Annex 1 and the relevant technical specifications. The tender must comply with all procurement document requirements; conditional tenders are not permitted. Where applicable, equivalence must be explained and supporting evidence provided. Joint tenderers must appoint an authorized representative from among themselves and attach the power of attorney. The tender price must follow the structure specified in the procurement documents. The tenderer must confirm acceptance of the payment terms and contractual penalty provisions and identify and justify any trade secrets. The equipment must be covered by a warranty of at least 12 months from acceptance of the works. The warranty must be included in the total tender price and must not depend on an additional service agreement, the number of shifts or operating hours. The tenderer must respond to a fault notification within three working days and, where necessary, send an onsite technician within ten working days.
