Compliance requirements
The bidder must confirm that neither it nor its management or supervisory body members have been convicted of participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activities, money laundering or terrorist financing, or the use of child labour or other forms of human trafficking. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that no subcontractor subject to replacement under Section 122(7) of the Public Procurement Act will be used in performing the contract.
Qualification criteria and exclusion grounds
The bidder must have, within the 36 months preceding the start of the procurement, designed at least one road construction project with a value of at least EUR 30,000 excluding VAT. The project must have been handed over to and accepted by the client, and a building permit must have been issued before the deadline for submitting tenders. The bid must include information on the project value, completion date, building permit number and the contact details of the other contracting party. When submitting the bid, the bidder must confirm that the bid complies with the conditions set out in the procurement documents and must provide the bid price in the required structure. If it is a joint bid, the joint bidders’ power of attorney must be attached.
