Compliance requirements
The exclusion grounds include at least participation in a criminal organisation, corruption, fraud, commission of a terrorist act or offences related to terrorist activity, and money laundering or terrorist financing. The bidder must answer yes/no questions on these grounds and, where applicable, provide the date of conviction, the reason, the person convicted, the duration of exclusion, and details of any self-cleaning measures. If the information is electronically available, the relevant URL, code and issuer must also be provided. If an exclusion ground exists, the bidder may submit evidence of restored reliability where permitted. The machine-readable notice did not include precise other exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must hold a business activity notice in the field of heritage protection, with the activity type ‘conservation and restoration of a building located on a monument or world heritage site’. For companies registered in Estonia, the contracting authority will check the registration in public databases; a bidder registered in another country must submit a register extract or certificate proving the registration. The bidder must also have a responsible specialist for the works who holds a competence certificate issued by the Heritage Board for the work type ‘conservation and restoration’, or an equivalent certificate. The bid must include the information required in form 4 for the responsible person. The bid must be submitted in the structure required by the procurement documents, and the bidder must confirm that the bid complies with the tender documents, remains valid for 3 months, and that it has the intellectual property rights needed to perform the contract. In the case of a joint bid, a power of attorney for the joint bidders must be attached.
