Compliance requirements
The exclusion grounds include at least participation in a criminal organisation, corruption, fraud, and the commission of a terrorist act or offences related to terrorist activity. If such a ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice listed these grounds, but the full check must be made in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have, within the last 36 months, managed at least 1 project co-financed by European Union funds and completed to implementation, and carried out at least 1 procurement project management assignment. The bid must include a list of these projects with the funding source, management period and client contacts, and if requested by the contracting authority after award, client confirmation letters. The team must include at least one project manager with specialised construction-related education or equivalent education. If the qualification cannot be verified in a public database, a copy of the certificate must be provided, or for a foreign bidder an equivalent document or proof under the laws of the bidder’s country of establishment.
