Demolition of Illegal or Unused Buildings – 2027

Summary

The Municipality of Amadora is procuring demolition works for illegal or unused buildings in 2027, including the demolition of walls and other structures. The contract period is 365 days, and the maximum tender price is EUR 740,000 excluding VAT. Offers are evaluated on the basis of the lowest price. In the event of a tie, the lower price in the demolition section is preferred first, followed by the lower price in the dismantling section; if the tie remains, a draw is held. The bidder must hold the required construction authorisation or registration: the authorisation class for subcategory 1 of category 5 must cover the total tender price, while the class for subcategory 2 of category 5 must cover the remaining works unless they are contractually assigned to appropriately authorised subcontractors. The bid must include, among other items, a unit-price list, a work schedule where required, a description of the work method, a commitment to transport construction and demolition waste, certification for asbestos-waste treatment, and an up-to-date commercial register certificate. The bid must be in Portuguese; conditional and alternative bids are not permitted. The contractor must sort waste by type and send it to a licensed waste operator. At least 70% by weight of non-hazardous construction and demolition waste must be prepared for reuse, recycling or other material recovery. Waste must not be burned on site or stored there for more than three months. Further participation and documentation requirements are set out in the tender documents.
