Pombal landscape-management works: tree felling and processing, timber transport and residual biomass management
Summary
Pombal Municipality is procuring integrated landscape-management work on rural properties in four lots: felling and processing damaged or fallen trees, removing and transporting timber, and managing residual biomass. Timber must be transported to temporary storage areas or other destinations designated by the contracting authority; residual biomass must be chipped and spread evenly or removed. The lots are Meirinhas (€183,000), Vermoil (€216,000), Santiago de Litém (€88,500) and Pombal (€165,000), for a total budget of €652,500 excluding VAT. Price is the sole award criterion, and one bidder may be awarded all four lots. For each lot bid for, the bidder must provide the separate machinery and specialists specified in the tender documents: four harvesters or excavators with processing heads, four forwarders or forest tractors with trailers and cranes, a shredder, GPS-enabled tablets, one technical manager and two forestry engineers. The same machine cannot be counted towards the requirements for multiple lots. The work must comply with the technical, environmental, phytosanitary and safety requirements, and each parcel must be documented with georeferenced before-and-after photographs and a completion declaration signed by the responsible specialist. Payment is based on validated area at €1,500 per hectare; partial parcels are not paid, and 10% is withheld from each payment. The contract period is 60 days, and all work must be completed by 30 November 2026 at the latest. Bids must be submitted electronically through the ACIN platform by 8 October 2026 at 23:59.
