Gardening services for landscaping and maintenance of green spaces

Summary

The tender covers gardening and green-space maintenance services at two sites in Lisbon for 36 months. The contractor will maintain planted beds, lawns, trees, shrubs, hedges, planters and indoor plants; manage irrigation and repair irrigation systems; fertilise and replace plants; control pests and diseases; and clean landscaped areas, paths and water features. The service includes the staff, equipment and materials needed to perform the work. The procurement is divided into two lots, and bidders may tender for either or both: Lot 1 covers the Campus XXI building at Avenida João XXI 63 (19,490 m² of green areas, 37 movable planters and 9 flower pots); Lot 2 covers the building at Rua da Imprensa à Estrela 4 (2 hectares of green areas and 2 indoor planters). Each contract runs for 36 months. The expected start is 1 January 2027, or the day after signature if the contract is signed later. The total ceiling price is EUR 424,008 excluding VAT: EUR 181,080 for Lot 1 and EUR 242,928 for Lot 2. Price is the sole award criterion, and the lowest-priced offer will be selected for each lot. For each lot, the team must include at least one coordinator with 5 years of experience managing the maintenance of green spaces in public gardens and two gardeners/technicians, each with at least 3 years of relevant experience. At least two people must be present at the site each day, and the contractor must appoint a supervisor who is frequently present. The offer must include the European Single Procurement Document, lot-specific pricing and team details, and a detailed work and task plan covering the areas and activities, minimum work frequencies, a fertilisation plan, and the methods for monitoring and evaluating the work. The submission deadline is 29 October 2026 at 23:59. Offers must be submitted electronically in Portuguese and remain valid for 120 days. Variant offers are not permitted.
