Framework Agreement for Peritoneal Dialysis Goods and Services

Summary

The procurement will select several suppliers for a framework agreement covering medical devices, solutions and medicines for peritoneal dialysis, as well as home dialysis services in Portugal. The 28 product categories include dialysis catheters and accessories, dialysis solutions, manual or automated home peritoneal dialysis, assisted home dialysis and a bidirectional remote-monitoring system. Where applicable, home-service providers must supply equipment, consumables and prescribed solutions to patients’ homes, provide specialist nursing support, make at least two home visits each year and operate a free 24/7 support line. Assisted services may require one to three home visits per day. The multi-supplier framework agreement will be followed by further calls for competition. The tender documents state an estimated value of EUR 13 million per year; the contract notice gives EUR 13 million as the estimated maximum for the full duration. The agreement runs for 12 months and may renew automatically for successive 12-month periods, up to a maximum of three years. Price is the sole award criterion in subsequent purchases. Offers are due by 18:00 on 29 October 2026 and must remain valid for 180 days. No tender guarantee is required, and alternative tenders are not permitted. Bidders must submit the required offer documents and prices, provide relevant product or activity authorisations, and demonstrate that the offered products and services meet the technical requirements.
