Optical fibre interconnection services between municipal buildings

Summary

The Municipality of Coimbra is procuring optical-fibre interconnection services for municipal buildings in two lots. Lot 1 covers installation of a 24-fibre G.652.D cable with steel reinforcement and rodent protection between the Regional Directorate of Culture building and the Municipal Civil Protection House; its budget ceiling is EUR 25,000 excluding VAT and the execution period is up to 120 calendar days. Lot 2 covers installation of a 12-fibre G.652.D cable between the Municipal Council building and Casa Aninhas; its budget ceiling is EUR 5,000 excluding VAT and the execution period is up to 90 calendar days. For both lots, the work includes the necessary connection and distribution equipment, installation preferably in existing underground ducts, construction of additional duct sections where needed, and obtaining the required permits. The service must include a five-year maintenance warranty for the installed infrastructure, with a response to fibre repair requests within 24 hours. On completion, the contractor must provide OTDR and end-to-end attenuation reports for all fibres, an as-built route plan or diagram, and details of terminations and any splice points. Bidders may submit an offer for either or both lots; price is the sole award criterion, with the shorter execution period used to break a tie. Offers must be submitted electronically through Vortal by 30 October 2026 at 23:59. The offer must include the required technical and pricing documents, and the bidder must confirm that no statutory exclusion grounds apply.
