Supply of Domestic Cold-Water Meters

Summary

The Municipality of Angra do Heroísmo is procuring a total of 3,150 domestic cold-water meters: 2,500 DN15 and 500 DN20 meters with LoRaWAN communication modules, plus 100 DN15 and 50 DN20 meters without modules. Meters supplied with modules must enable remote meter-reading collection and basic alerts through LoRaWAN. Technical requirements include, among other things, evidence of metrological and legal approval, first-verification marking, a working pressure of at least PN10 and a length of 165–170 mm; connection sizes and flow-rate specifications vary by meter diameter. The communication module must transmit consumption and flow data and support remotely configurable alerts. The estimated maximum value is EUR 180,000 excluding VAT. The meters must be delivered within 70 days of contract signing to the municipality's operational facilities in Angra do Heroísmo. Bids must be submitted through VORTAL by 25 October 2026 at 00:59 and remain valid for 120 days. Variant bids are not permitted and no tender guarantee is required. Bids must include the total and unit prices and evidence that the meters meet the technical and legal requirements. Price accounts for 80% of the evaluation and after-sales service for 20%; technical support on Terceira Island and the equipment warranty period affect the latter score. The warranty must last at least three years.
