Design and implementation of a financial and budget management process platform

Summary

The Secretaria-Geral do Governo is procuring specialist design, development, implementation and production-launch services for a process platform supporting financial and budget management. The mandatory component is implementation of the DCPO General Requests process for internal and external users. The solution must use Microsoft Power Platform, Dataverse, SharePoint Online and Power BI and allow future processes to be added without major redevelopment. It must support configurable workflows and approvals, document management, external submissions, two-way data synchronisation and dashboards. Requirements include support for at least 200 concurrent external users, synchronisation in under 60 seconds and 99.5% availability during business hours. The work must be completed in 10–16 weeks across seven stages, covering analysis and infrastructure, synchronisation and workflows, internal and external applications, rollout of General Requests, dashboards, documentation and knowledge transfer. A three-month warranty applies after provisional acceptance. The ceiling price is EUR 139,960 excluding VAT; bids above the ceiling or outside the permitted delivery period will be rejected. Price accounts for 40% of the evaluation score and implementation time for 60%. Bids must be submitted electronically through AcinGov by 9 October 2026 at 23:59. They must include team qualifications and supporting evidence, the price and delivery-period document, a stage-by-stage schedule, the technical approach and architecture, a cybersecurity description, and a training and knowledge-transfer plan. Bids must remain valid for 66 days.
