Corrective maintenance and enhancement services for the SPMS e-learning platform

Summary

SPMS is procuring corrective and evolutionary maintenance and ongoing technical support for its eStudo e-learning platform, based on Chamilo, PHP, MySQL and Linux. The work includes monitoring and maintaining platform availability, fixing application errors and security vulnerabilities, user support, performance and functional improvements, new integrations, cybersecurity audits, technical documentation and reporting. The maximum response time is 1 hour for urgent security incidents or failures of critical functions; other priorities have response times of 24 or 72 hours, while improvement requests must be answered within five working days. The contract runs for 12 months and may be renewed twice, for a maximum total period of 36 months or until the contract value is exhausted. The estimated ceiling is €180,000 excluding VAT, and price is the sole award criterion. Tenderers must submit the required proposal documents and CVs for one or more specialists with at least a bachelor's degree and at least 5 years of relevant experience. A 2% performance guarantee is required. The submission deadline is 27 October 2026 at 18:00, and bids must remain valid for 180 days.
