Intermunicipal digital governance and municipal implementation of online services

Summary

The procurement is for 15 months of consultancy and implementation services to improve the governance and delivery of digital public services and online services across the Aveiro region. The work has two consecutive stages: over six months, assess the current arrangements of 12 beneficiaries (the intermunicipal community and 11 municipalities) and develop a shared governance model and harmonised service content; over the following nine months, adapt and implement solutions in 10 municipalities, train staff, and inform residents. Deliverables include an assessment of current governance, a shared model, a revised service catalogue, and 100 harmonised and 100 customised electronic forms with administrative guidance and digital submission rules. For four municipalities using AIRC systems, configure 100 forms and 100 sets of administrative guidance in their portals and carry out integration and acceptance testing. For six municipalities using Medidata systems, prepare implementation-ready content and technical specifications and support the software supplier; supplying software is outside the contract. The work also includes training, monthly progress reports, and a final report and project dossier. The maximum price is EUR 212,179.26 excluding VAT. The deadline for submissions is 15 October 2026 at 23:59, and bids must remain valid for 100 days. Evaluation weights are price 50%, technical team 40%, and work plan 10%. The proposed team must have five members; evaluation considers, among other things, the experience of two key roles, team competencies, and allocation of staff time. Tenderers must submit a solution description, schedule and work plan, price form, and team CVs. No tender guarantee is required, and variant bids are not permitted.
