Purchase of a Heavy Goods Vehicle with Three-Way Tipper and Crane, Including After-Sales Technical Assistance

The Municipality of Porto is procuring one new 8–8.6-tonne heavy goods vehicle for transporting green waste, fitted with a three-way tipper body and hydraulic crane, together with after-sales technical assistance and training. The vehicle must have a gross vehicle weight of at least 8 tonnes, an engine output of at least 175 hp and emissions standard EURO 6E or higher. An automatic gearbox, 4x2 drive and a crane with at least 6.2 m hydraulic reach are required. The tender must demonstrate compliance with the full technical specification using technical datasheets or other suitable documentation. The vehicle must be delivered within 10 months of dispatch of the purchase order. After-sales technical assistance is provided for six half-year periods, and the contract runs for a maximum of 46 months. Training must cover at least five drivers for at least three hours and at least five workshop technicians in two sessions of at least three hours each. The maximum contract value excluding VAT is EUR 95,140: up to EUR 89,260 for the vehicle and training, and up to EUR 5,880 for technical assistance. The maximum assistance price per half-year depends on the service level and is EUR 900, EUR 920, EUR 950 or EUR 980. Bids must be submitted electronically in Portuguese or with a duly legalised translation. They must include the required prices, delivery time and technical information, and be signed by the representative using a qualified electronic signature. Price is the sole award criterion, and the lowest total-priced bid is considered the most advantageous. The submission deadline is 12 October 2026 at 17:00. After award, the successful tenderer must provide the required eligibility and legal-status documents and comply with the contract’s labour, environmental, data-protection and warranty conditions.
