Operational rental of two light goods vehicles

Summary

APS – the Administration of the Ports of Sines and the Algarve – seeks an operational lease of two new electric N1 light goods vehicles for 48 months. Each vehicle is expected to cover 80,000 km. The rental price must include maintenance, repairs, insurance and associated services, including a replacement vehicle when required. Each vehicle must have a payload of at least 480 kg, four-wheel drive, a battery capacity of at least 80 kWh and an electric range of at least 350 km, and must meet the stated size, power and equipment requirements. The estimated contract value is EUR 64,320 excluding VAT. Monthly rent per vehicle must not exceed EUR 670 excluding VAT, and the additional charge for each kilometre beyond 80,000 km must not exceed EUR 0.095 excluding VAT. The tender must also state the amount payable to APS for each kilometre below the contracted mileage; mileage price adjustments apply only when the difference is at least 5%. Price is the sole award criterion. Tenders must be submitted through VORTAL by 14 October 2026 at 23:59 and signed using a qualified electronic signature. They must include the declaration accepting the tender documents, the price-offer form and the documents required by the technical specifications. Variant offers are not permitted, and tenders must remain valid for 66 days. The successful tenderer must submit the required qualification and statutory-status evidence within five days, including proof of registration for long-term vehicle rental activity and proof of beneficial ownership registration.
