Night-vision and thermal-imaging equipment and other equipment for the GNR

Summary

The procurement covers night-vision, thermal-imaging and other equipment for the Portuguese National Republican Guard (GNR), divided into six lots. Bidders may tender for one or more lots, and up to all six lots may be awarded to one bidder. The lots are: (1) two long-range rotary-wing multirotor drone systems (€60,000 ceiling); (2) one fixed-wing drone system (€204,000); (3) 32 helmet, mount and night-vision binocular kits (€318,795.20); (4) one portable night-vision thermal camera, tripod and power-supply kit (€230,000); (5) seven portable thermal cameras with tripods and power supplies (€224,000); and (6) eight thermal and digital night-vision binoculars (€25,737). The total ceiling is €1,062,532.20 excluding VAT. The bidder must offer equipment that meets the technical specifications for each lot bid for. These include, among other things, drone range and endurance, thermal-camera resolution and detection distances, and binocular durability and battery life; the detailed specifications are in the tender documents. Bids are due by 12 October 2026 at 23:59 and must remain valid for 66 days from the submission deadline. Variant bids are not permitted. Price accounts for 80% of the award score and quality for 20%; the notice does not detail the quality subcriteria. Delivery is due within 45 days after receipt of the purchase order. The price must include delivery, unloading and, where required, installation. A warranty of at least three years is required. For lots 3–5, preventive maintenance must be provided during the warranty period, and spare parts must remain available throughout the equipment’s expected service life of about 10 years. The notice sets no separate financial turnover, previous experience or staffing selection criteria.
