Supply and installation of artificial turf for events in 2026–2028

Summary

The Municipality of Loulé seeks an estimated 1,160 rolls of artificial turf, including transport, unloading, delivery and installation, for its Christmas events in 2026 and other municipal events in 2027 and 2028, including Festival MED, New Year's Eve and the Quarteira Summer Market. The turf will be installed at locations designated by the municipality, such as stages, circulation areas and other event spaces. The contract ceiling is EUR 82,360 excluding VAT, and price is the sole award criterion. The contractor must be able to start installation within 24 hours of receiving an order and complete it by the time specified by the municipality. Bids must be submitted through VORTAL by 24 October 2026 at 18:00 and remain valid for 90 days after the submission deadline. Variant bids are not allowed, and no bid guarantee is required. The artificial turf must have a pile height of 25 mm (±2 mm), a wear-layer weight of 466 g/m² and a total weight of 1,160 g/m². The yarn must be environmentally friendly and free of cadmium and lead; rolls must be 200 or 400 cm wide and approximately 30 m long. Water permeability must be 60 litres per minute per square metre. The colour must combine light and dark green with a jute-like backing. Xenon-test colourfastness must exceed 7 on the blue scale and 4 on the grey scale; UV stabilisation must meet DIN 53387 for 6,000 hours, and fire resistance must be class E8. Rolls must be uniform and defect-free, and suitable for intensive temporary indoor and outdoor use. The offer's technical compliance, sample and technical data sheets must meet the tender document specifications.
