Supply of electricity

Summary

Banco de Portugal is procuring electricity for its buildings and facilities in Lisbon for one year, starting on 1 January 2027 or on the contract signing date if later. Supply must be continuous, and all electricity must come from 100% renewable sources; the supplier must cancel the corresponding guarantees of origin in favour of Banco de Portugal. The delivery points cover medium-voltage, special low-voltage and normal low-voltage connections. The maximum contract value is EUR 1,880,000 excluding VAT, and the contract ends earlier if that ceiling is reached. Bids must take account of the stated base-price parameters: EUR 0.110000 for medium voltage, EUR 0.110000 for special low voltage and EUR 0.120000 for normal low voltage. Price is the sole award criterion. Bids must be submitted through the VORTAL platform by 27 October 2026 at 17:00 and remain valid for 120 days. Tenderers must provide a signed European Single Procurement Document, a declaration accepting the tender specifications, a commitment declaration, the completed price and conditions form, and contact details. Documents must bear a qualified electronic signature. Variant bids are not permitted. The successful tenderer must provide security of EUR 94,000, equal to 5% of the maximum contract value, within 10 working days of the award notification. During contract performance, the supplier must provide a 24-hour telephone helpline and appoint two account managers, one of whom acts as a substitute.
