Fuel supply and installation of an HVO tank at Monte Novo dos Modernos

Summary

AMBILITAL is procuring fuel in four lots, including the supply and installation of an HVO tank at Monte Novo dos Modernos in Portugal. Lot 1 covers road diesel, petrol and AdBlue at public fuel stations using electronic fuel cards; estimated annual quantities are 72,000, 3,000 and 3,000 litres respectively. Lot 2 covers bulk diesel supply, estimated at 510,000 litres per year, and Lot 3 bulk hydrotreated vegetable oil (HVO), estimated at 220,000 litres per year. For bulk deliveries, the supplier must arrange loading, transport and transfer into the buyer’s tanks, manage stocks to prevent shortages, and deliver within 48 hours of an order on working days between 8:00 and 16:00. Lot 4 covers the design, supply and installation of an HVO tank, including associated construction and connection works, inspection and licensing. The tank capacity is 9.99 m³ and the installation deadline is 120 days. Lots 1–3 have a contract term of up to 36 months. Bids may cover one or more lots. They must be submitted electronically by 24 October 2026 at 18:00 and remain valid for 120 days. The highest minimum unit discount determines the award. Minimum discounts are €0.1626 per litre for diesel and petrol and €0.0813 per litre for AdBlue in Lot 1, and €0.2439 per litre for bulk diesel and HVO in Lots 2 and 3. Bids offering smaller discounts or failing to meet the tender requirements will be rejected. Each bid must include a signed declaration accepting the tender terms, the European Single Procurement Document, a price or discount proposal and bidder identification details. The successful bidder for Lots 2 and 3 must provide a guarantee equal to 5% of the contract price excluding VAT; no guarantee is required for Lots 1 and 4.
