SINCRO expansion and maintenance

Summary

The tender covers the expansion and maintenance of Portugal’s SINCRO automated speed-control system. Lot 1 includes supplying and installing 12 new average-speed control sites with video speed-measuring equipment, electrical and telecommunications connections, safety barriers, signs and related equipment, plus maintenance of existing sites. Lot 2 covers maintenance of 102 instantaneous-speed control sites and 67 radar speed-measuring devices, application maintenance and operation of the SiGET traffic-event management system. The total ceiling price is EUR 3,633,514.24 excluding VAT: EUR 1,815,067.67 for Lot 1 and EUR 1,818,446.57 for Lot 2. A bidder may be awarded a maximum of one lot. The contract period is up to 18 months; the tender documents require the Lot 1 installation phase to be completed within five months. Proposals must be submitted by 18 September 2026 at 23:59 and must remain valid for 120 days. A 5% performance security is required. The award uses the best price-quality ratio. For Lot 1, price for maximum quantities carries 40%, corrective and improvement maintenance prices together carry 24%, electrical connection prices together carry 24%, and the specific maintenance-team experience carries 12%. For Lot 2, price for maximum quantities carries 40%, corrective and improvement maintenance prices together carry 24%, maintenance-team experience 12% and IT-team experience 24%.
