Rental of printers and multifunction devices with a print-monitoring system

Summary

The City of Rybnik is seeking the rental of new printers and multifunction devices, together with device servicing, consumables and implementation of a print-monitoring system. The supply comprises 98 monochrome A4 printers, 2 monochrome A4 multifunction devices, 10 colour A4 printers and 3 colour A4 multifunction devices, all from one manufacturer. The contractor must install and configure the devices and system, maintain the equipment throughout the contract and supply all necessary consumables except paper. The devices and system must be delivered and commissioned within 10 days of contract signature; the contract may last up to 1,105 days. Consumables must be monitored and supplied automatically before stocks run out. The contract guarantees use of at least 70% of its value. The bid must identify the manufacturer and model of the proposed equipment and system and provide unit prices for rental and monochrome and colour A4 printing. The estimated volumes used for comparison are 200,000 monochrome and 8,000 colour pages per month over 36 months. Equipment must meet the technical requirements in the tender documents, including NFC readers and support for Windows 10 or later. Type I printers must consume no more than 900 W and occupy no more than 2,009 cm²; lower power consumption and a smaller footprint earn additional points. Bids are evaluated on price (60 points), electricity consumption (20 points) and the footprint of the type I printer (20 points). Bidders must submit the offer form and a declaration confirming that they are not subject to exclusion, together with proof of signatory authority or a power of attorney where required. No financial, economic or technical selection conditions are specified. Staff servicing the printers must be employed under employment contracts. The offer must include complete technical information; bidders must also observe the exclusion grounds and restrictions on ICT products and services used to perform the contract.
