Consultancy for hospital benchmarking and operational optimisation

Summary

The procurement is for 24 months of consultancy to benchmark and optimise the operations of the Regional Complex Hospital in Kielce. The work includes analysing the hospital’s and its departments’ performance and comparing it with other hospitals, providing a facility to model operational changes, calculating treatment costs per patient, and checking National Health Fund (NFZ) contracts and settlements with proposed corrections where appropriate. The service includes eight quarterly reports on hospital operations, JGP patient groups, complicated and prolonged cases, outpatient clinics and the emergency department; monitoring contract performance; and maintaining the InfoBOX system with one general dashboard. Settlements for outpatient specialist care are also to be analysed. The contractor must provide at least one four-day on-site consultation visit, one four-hour video conference and two one-day training visits. Additional visits and sessions may be offered and are scored. To qualify, the bidder must have properly performed, or currently be performing, at least five relevant consultancy services during the last three years. Each must have lasted at least six months, had a gross value of at least PLN 90,000, and concerned benchmarking and hospital operations optimisation for a healthcare institution with at least 400 beds. Bids are evaluated on price (60%), invoice payment term (20%), and the number of visits, video conferences and training sessions (20%). No tender guarantee is required.
