Purchase and delivery of software for the Institute of Environmental Protection – National Research Institute

Summary

The Institute of Environmental Protection is procuring software licences and subscriptions in four lots. Bids may cover one or more lots. Lot 1 is 380 education-sector licences for office work, collaboration, administration and security for 12 months (reference product: Microsoft 365 A3 Education Faculty). Lot 2 is cloud-based project management and a knowledge and documentation platform (Jira Cloud Standard and Confluence Cloud Standard or equivalent), for 10 named users for 24 months with support. Lot 3 is one floating licence for architecture and systems modelling software with UML and BPMN support (reference product: Sparx Enterprise Architect Professional). Lot 4 is three cloud subscriptions for design, publishing layout, video and animation editing, and PDF document management for 12 months (reference product: Adobe Creative Cloud Pro for Teams). Delivery is due within 14 calendar days of contract signature; subscriptions for Lots 1, 2 and 4 run for 12, 24 and 12 months respectively from activation or availability. Any equivalent software must be evidenced as meeting all technical and functional requirements for the relevant lot. Core software functions must meet EN 301 549 and WCAG 2.1 Level AA, and a current manufacturer accessibility report must be supplied for each system; supplier-produced user guides and training materials must also meet WCAG 2.1 AA. No separate bidder turnover, experience or staffing thresholds are set, but the signed tender and price form and an exclusion declaration must be submitted.
