Strengthening cyber resilience and business continuity at the Skoroszyce water and wastewater utility

Summary

The procurement covers a comprehensive package of equipment, software and implementation services to strengthen the IT and OT cyber resilience and business continuity of the Skoroszyce water and wastewater utility. Items include a backup server and backup software, a storage array, IT and OT application servers, XDR, NGFW, UTM, SIEM/SOAR, PAM, NAC and OT network IDS solutions, network equipment and access points, UPS units, a server cabinet and two diesel generators. The work also includes installing, configuring and integrating the security and management solutions; implementation must be carried out at the contracting authority’s premises to the extent specified in the tender documents. All equipment must be new and sourced through authorised distribution channels in Poland. Equivalent solutions are permitted, but the bidder must demonstrate compliance. The contract must be completed within 30 days of signature. Evaluation is based on gross price (60%) and the server warranty period (40%): a five-year warranty scores 40 points, a four-year warranty 20 points and a three-year warranty 0 points. The offer must include the required forms, product details and evidence, including an ISO/IEC 27001 or equivalent certificate for the implementation contractor and at least two qualified technical specialists holding manufacturer certificates.
