Security services for the Lębork District Court buildings in 2027

Summary

The procurement covers security services in 2027 for two buildings of the District Court in Lębork: Przyzamcze 2 (1,490 m²) and Plac Kopernika 4 (1,763 m²). The work includes round-the-clock physical security and monitoring of security-system signals, including alarm, CCTV and access-control systems. The service must protect people and property, control entry, check buildings and rooms after working hours, and respond to alarms. An intervention team comprising at least two armed officers must arrive no later than 15 minutes after a call. The contract runs for 12 months from 1 January 2027 or, if signed later, from the date of signature. The bidder must hold a valid security-services concession and demonstrate at least two references meeting the required value and duration. At least 11 qualified security officers must be provided; personnel must have valid medical examinations and first-aid training. At least two officers must be on duty while the court is open. All personnel performing the security services must be employed under employment contracts throughout the contract. The price submission must state the monthly price for each building, the total price for 12 months and the net hourly rate per officer; the rate must not be based on labour costs below the statutory minimum applicable in 2027. Bids are evaluated on price (60%), intervention-team response time (30%) and an ISO quality-management certificate (10%). The bidder must submit the required declarations and evidence and provide proof of liability insurance of at least PLN 500,000 before signing the contract.
