Summary
The tender is for round-the-clock direct physical protection of people and property in the District Court buildings and adjoining grounds in Kwidzyn and Sztum. The service includes permanently staffed guard posts, patrols of the grounds, and continuous monitoring of building alarm systems with responses to alerts; an intervention team must arrive within 15 minutes of being called. The estimated monthly total across all locations is 2,059 hours of fixed guarding and 180 patrols. The contract runs from 1 November 2026 to 31 October 2027, with an option for the contracting authority to extend the service by up to 12 months. To participate, bidders need a current security-services concession, civil liability insurance of at least PLN 1,400,000, and two separate qualifying contracts completed or ongoing within the previous three years. Each must cover at least 12 months of direct security at public-use buildings and be worth at least PLN 800,000 gross per 12 months. The bid must include the required declaration and a PLN 15,000 bid guarantee; the successful bidder must provide performance security equal to 5% of the gross bid price before signing. Fixed-post guards must be employed under employment contracts, registered as qualified physical security personnel, and trained in first aid. Bids are evaluated on price (60%), the bidder’s own intervention team in Kwidzyn and Sztum (10% each), and evidence of an ISO 9001 or equivalent quality-management system (20%).
