Design of a New Addiction Treatment Counselling Centre

Summary

The procurement is for a complete design service for a new addiction treatment counselling centre at Szosa Bydgoska 1 in Toruń. The work covers designing the demolition of the existing building and a new healthcare facility of approximately 1,000 m², planning the site and landscaping, and obtaining the final building permit. The building must function both as a healthcare facility and as a category U-1 protective structure, be accessible, and meet healthcare, fire-safety and civil-protection requirements. The design must provide for outpatient counselling and a day-treatment unit, an area for minors, support rooms and protective-structure functions. The work is divided into two stages: first, preparing and securing approval of the design concept; then completing the baseline studies, building and discipline-specific designs, demolition documentation, bills of quantities, technical specifications, cost estimates and evacuation plan. The contractor must arrange the necessary surveys, consultations, utility connection conditions and permits, and obtain the building permit. The original deadlines for the concept were 7 December 2026 for submission and 15 December for acceptance; the deadline for the remaining documentation and building permit is 30 June 2027. The bid submission deadline was amended to 13 October 2026 at 13:30, with bids opening at 13:45 on the same day. A mandatory site visit was scheduled for 6 October 2026. The price for Stage I must not exceed 15% of the total bid price. Price accounts for 60% of the evaluation and the structural designer’s experience for 40%. Participation requires at least two properly completed design services during the previous five years, each concerning a public building with at least 1,000 m² of usable floor area, and four specialists holding the relevant unrestricted design authorisations. No bid security is required; the warranty period is three years.
