Design and installation of a backup generator and automatic transfer system at Brzezna Primary School
Summary
The tender covers the design, supply, installation and connection of a backup generator and automatic reserve transfer system (SZR) for the Jan III Sobieski Primary School in Brzezna. The contractor must survey the existing electrical system, prepare a complete design and obtain the necessary approvals, install the generator and transfer system, carry out the required cabling, earthing and electrical safety works, conduct tests and measurements, train the operators and hand over as-built documentation. A new concrete base is not automatically required: the suitability of the existing paved surface must be assessed first. The technical reference is a stationary diesel generator in the approximately 65 kVA class: rated output 63 kVA / 50 kW, emergency output 69 kVA / 55 kW and rated current about 91 A; 400/230 V, 50 Hz, three-phase. The reference unit has a 260-litre tank, at least 12 hours’ autonomy at 75% rated load and a noise level no greater than 68 dB(A) at 7 metres. An equivalent solution is allowed if compliance with the power balance and functional requirements is demonstrated. The system must start the generator and transfer the load automatically following a power failure or unacceptable deterioration of grid parameters, then return to mains supply when it has stabilised. The works must be completed by 24 November 2026. The tender documents set the bid submission deadline as 20 October 2026 at 10:00. The contracting authority has announced a budget of PLN 80,000. The bid must state a total price including VAT and offer at least 60 months of warranty and defect-liability coverage; periods up to 72 months are scored. Price carries 60% of the evaluation and the warranty/defect-liability period 40%. A PLN 1,000 tender guarantee is required. Bids for separate lots are not permitted. The bidder must have four specialists with the required design and works-management authorisations. No specific turnover or financial-standing threshold is set. The bid must include the completed offer form and a declaration confirming compliance with participation conditions and the absence of exclusion grounds; where applicable, include a resource-provider commitment, a joint-bidder declaration and powers of attorney. Employees performing general construction and installation work must be hired under employment contracts during performance, subject to the stated exceptions. The contractor must maintain valid liability insurance of at least the gross contract value and provide free warranty repairs: service action must begin within 2 working days, and a fault should generally be repaired within 7 days. If a fault materially preventing generator use is not fixed by then, an equivalent replacement generator must be provided by the next working day at the latest.
