Summary

The tender covers the preparation of complete design documentation for the construction of four streets in Dęblin: Ks. Hładuniaka Street from Słowackiego Street to Chabrowa Street; Chabrowa Street from Pułaskiego Street to Polna Street; Norwida Street from the existing section perpendicular to Słowackiego Street to Polna Street; and Polna Street from Słowackiego Street to 1 Maja Street. The planned roads are in a flood-risk area, and the work also includes obtaining the permits and approvals needed for construction. The contractor will prepare, among other things, a site-development concept, geodetic base materials, property division and acquisition materials, a construction design covering all necessary disciplines, technical specifications for construction and acceptance, bills of quantities, an investor’s cost estimate, and a permanent traffic-management design. The designs must cover carriageways, shoulders, access roads, pavements, stormwater drainage, street lighting, the relocation or protection of utility infrastructure, a technology duct, and road-safety measures. The work also includes obtaining required water, environmental and other approvals, preparing the complete application for a ZRID road investment permit, and obtaining that permit. The contract must be completed within 16 months of signing. The bidder must have completed at least one relevant road-design assignment during the previous three years and provide a road designer with the required unrestricted licence and experience on ZRID projects. The award weightings are 60% for price and 40% for the designer’s experience. No bid security is required; the successful bidder must provide a performance security equal to 5% of the gross bid price before signing the contract.
