Preparation and delivery of preventive meals

Summary

The contract covers the preparation and recurring delivery of preventive meals to the municipal waste treatment plant in Hryniewicze from 2 November 2026 to 31 March 2027. The maximum quantity is 12,828 meals, although the contracting authority may reduce it to 9,621. On weekdays, 80 meals must be delivered by 9:15 and 44 by 17:15; on Saturdays, 4 meals are due by 9:15, with an additional 20 meals on one monthly maintenance Saturday. Price is the sole award criterion, weighted at 100%. Each meal must provide at least 1,000 kcal, with approximately 50–55% carbohydrates, 30–35% fat and 15% protein. It must include at least 500 ml of hot soup, at least 100 g of meat (fish on Fridays), at least 100 g of fresh bread, at least 150 g of salad and at least 200 g of potatoes, groats or rice. Meals must be prepared immediately before delivery using fresh ingredients and delivered hot, ready to eat. Ready-made frozen meals, canned foods, concentrates, powdered dishes and ready-made catering semi-finished products are prohibited, as is reheating food prepared earlier. Food must be transported in insulated containers that maintain the required temperature, and portions must be properly packaged. The provider must prepare a 14-day menu specifying dishes, ingredients, weights, allergens and calories; proposed changes must be submitted for approval at least three working days in advance. The bidder must have performed or be performing, within the past three years, at least one contract for preparing and delivering preventive meals worth at least PLN 100,000 net. The offer must include the required offer and price forms and declarations; the selected bidder must provide a list and evidence of relevant services. Throughout the contract, the bidder must hold the required food-establishment approval or registration and operate a HACCP system. Staff involved in preparing, portioning and packing meals must be employed under employment contracts for the period in which they perform those tasks.
