Construction of the Old Palm House Environmental Education Centre

Summary

The contract covers construction of the Stara Palmiarnia Environmental Education Centre in Gniezno. The new L-shaped public building will have both single- and two-storey sections, with a greenhouse featuring aluminium façades at its centre. The works include site preparation and foundations; concrete, steel and timber structures; pitched and green roofs; façades; interior finishes; building services and a BMS; furnishings; and the greenhouse’s climate-control, irrigation, shading and ventilation systems. Planting around the building is excluded, specifically the planting items identified as 02 ZIELEŃ, item 4, sub-items 4.1–4.9. The works must be completed within 13 months of signing the contract. Bids must cover the complete project; bids for separate portions are not permitted. Before submitting a bid, a bidder must attend the mandatory site visit. Attendance is confirmed by a signed record, and bids submitted without the visit will be rejected. Bidders must demonstrate financial resources or credit capacity of at least PLN 2,000,000, the specified relevant construction experience and a suitably qualified team. The bid must include the required declarations and evidence, together with a PLN 100,000 tender guarantee. The award criteria are price (60%) and the offered warranty-liability period for the works (40%): 60 months earns 0 points, 66 months earns 20 points and 72 months earns 40 points; an offer below 60 months will be rejected. Before contract signature, the successful bidder must provide performance security equal to 5% of the total bid price and liability insurance with a coverage limit of at least the contract value. Where required, workers performing masonry, plastering, concreting, reinforcement, finishing and installation activities must be employed under employment contracts.
