Conversion of the Former Mill Buildings into a Cultural Centre

Summary

The procurement covers the extension, upward extension and reconstruction of buildings of a former mill, and conversion of their use into a cultural centre. The works include, among other things, roof repairs and replacement and installation of windows and doors. The full scope is set out in the design documents, works description and technical specification. Works not itemised in the preliminary bill of quantities must also be completed if they can be foreseen from the design documents and are necessary for a complete construction project. The completion deadline is 15 December 2026. The bidder must demonstrate that, within the five years before the bid deadline, it properly completed at least one building project involving structural and building works worth at least PLN 350,000 gross. Evidence must include a list of works and a client reference or other proof of proper completion. No separate financial-capacity threshold is set. The bid must include declarations on meeting the participation conditions and having no exclusion grounds, as well as proof of the signatory’s authority. The award criteria are price (60%) and the warranty for the construction works (40%); the minimum warranty is 36 months, and up to 60 months is counted in the evaluation. Before signing the contract, the successful bidder must provide performance security equal to 5% of the gross bid price. Workers performing certain construction and equipment-related tasks must be employed under employment contracts.
