Asphalt surfacing of the Librantowa–Gródek municipal road

Summary

The tender covers construction works to provide asphalt surfacing on the Librantowa–Gródek municipal road. The works include milling the existing surface, stabilising the road base, constructing its upper crushed-aggregate layer, laying asphalt binder and wearing courses, forming the road shoulder, and replacing drainage components, including channels and culverts. The works must follow the design and technical requirements and be completed within seven months of contract signature. The tenderer must demonstrate at least two properly completed road construction, reconstruction or repair projects during the previous five years, each worth at least PLN 800,000 gross, and provide a construction manager with the required road-engineering qualifications. The bid must include the required declarations; the highest-ranked tenderer must provide work and personnel lists and supporting evidence of experience and qualifications. Workers performing the specified construction tasks, including subcontractors’ workers, must be employed under employment contracts. The offer must include a warranty of at least three years for all the works and a five-year statutory liability period for defects. Evaluation weights are price 60% and warranty duration 40%: a three-year warranty scores 0 points, four years 20 points, and five years or more 40 points. No bid guarantee is required. Before contract signature, the successful tenderer must provide civil liability insurance with an insured sum of at least PLN 800,000 and performance security equal to 5% of the total bid price.
