Catering for care centre participants and social assistance recipients, 2027–2028

Summary

The procurement covers catering services from 1 January 2027 to 31 December 2028 for participants of the care and residential centre (COM) in Majdan Królewski municipality and people receiving meal assistance through social services. The contractor will prepare, package, transport and serve breakfasts, lunches and dinners to centre users, and deliver single-course lunches on working days to people identified by the social welfare centre (OPS), at their homes or another location designated by the contracting authority. Meals must follow the ten-day menu in the tender documents and comply with food-safety, sanitary and hygiene requirements. The centre meals must arrive within the specified delivery windows; lunches for OPS recipients must be delivered between 1:00 p.m. and 3:00 p.m. Estimated volumes for 2027 are approximately 18 weekday meal sets for day attendees on 253 working days, about 2 full-time residents on all 365 days, and an average of 15 weekday lunches for OPS recipients on 253 working days. For 2028, the estimates are 16 day-attendee sets on 251 working days, 4 full-time residents on all 366 days, and 15 weekday lunches on 251 working days. A day-attendee set consists of breakfast and a single-course lunch; the full-time resident set also includes dinner. Actual quantities may vary, but the contracting authority guarantees at least 70% of the estimated quantity for each pricing item. The bidder must prepare the meals itself and have the required sanitary approvals and registration, suitable preparation facilities and a vehicle adapted for food transport. It must demonstrate at least one properly performed organised catering service for at least 20 people, provided continuously for at least 12 months during the previous five years. Staff carrying out work that qualifies as employment under labour law must be employed under employment contracts. The contract runs for 24 months, and the contractor must maintain liability insurance with coverage of at least PLN 200,000 throughout the contract. Offers will be evaluated on price (60%) and the road distance between the meal-preparation site and the centre (40%); a distance of up to 20 km earns 40 points under the distance criterion, while a distance over 50 km earns 0 points. Partial tenders are not permitted.
