Improving energy efficiency in public buildings in the Municipality of Radków

Summary

The contract covers energy-efficiency upgrades to seven public buildings in the Municipality of Radków. The works include modernising heating systems and installing air-to-water heat pumps for space heating and domestic hot water, insulating walls, ceilings and floors, and replacing doors, windows and gates at selected buildings. Solar photovoltaic systems with capacities of 6–9 kWp and a 10 kWh energy storage unit are to be installed at each building; the specified storage units have a 5 kW output and a peak output of 7 kW for up to 10 seconds. The works also include accessibility improvements, such as adapting sanitary facilities, marking routes, providing tactile building plans and installing Braille signs. The tender must cover the entire contract; there are no lots. The works must be completed within up to 8 months from contract signature. Evaluation weights are price 60%, completion time 20%, and warranty and defect-liability period 20%; bidders may offer a 6- or 7-month completion time and a 5-, 6- or 7-year warranty. A PLN 31,000 bid security is required. People performing construction work must be employed under employment contracts where their work meets the legal definition of employment. To qualify, bidders must demonstrate at least five relevant construction projects completed in the previous five years with a combined value of at least PLN 3,000,000 and provide construction and installation managers with the required qualifications.
