Direct physical security for the RARS facility in Konstancin-Jeziorna

Summary

The procurement covers direct physical security at the Rządowa Agencja Rezerw Strategicznych facility in Konstancin-Jeziorna, together with round-the-clock alarm monitoring and an intervention patrol. On-site security must be provided by one guard per shift, 24 hours a day, seven days a week. The contract runs for 18 months, with service starting no earlier than 1 January 2027; the planned total is 13,128 security hours. When an alarm or other threat requires a response, the intervention patrol must act within 15 minutes. Patrol call-outs are included in the price, and the contracting authority estimates about eight call-outs over 18 months. The work includes protecting the site, people and property; monitoring alarm signals; patrolling; controlling access and vehicle and pedestrian traffic; managing keys; reporting incidents; and calling the relevant public emergency services. This is one integrated procurement, and bids for only part of the scope are not allowed. Price is the sole award criterion (100%). Bids must be submitted in Polish electronically by 9 October 2026 at 9:00 a.m. The bidder must hold the required security-services concession, provide at least two references meeting the physical-security experience requirements, and assign qualified security personnel. Staff performing the services must be employed under employment contracts.
