Purchase of concrete mix for the Bełchatów transport and municipal services company

Summary

The procurement is for 170 m³ of ready-mixed concrete for the transport and municipal services company of the Municipality of Bełchatów. The contracting authority may order up to 17 m³ more, for a maximum total of 187 m³; at least 153 m³ of the basic quantity is guaranteed. The concrete must have strength class C30/37, consistency class S1, exposure classes XC4, XF4, XA1 and XM2, and aggregate grading up to 16 mm in accordance with standard PN-EN 206+A2:2021-08; cement type CEM III 42.5 HSR must be used. The concrete is purchased in bulk and the supplier loads it onto the contracting authority’s vehicles at the supplier’s production site. Delivery must take place within 4 working days of an order. Bidders may offer a 1-working-day delivery time, which earns the full 40 evaluation points for delivery time; 4 working days earns no points. Price accounts for 60% of the evaluation. The contract lasts up to two months, with a single delivery on a date specified by the contracting authority. The bidder must have at least one concrete batching plant with a production capacity of 50 m³ per hour, located no more than 15 km from the contracting authority’s premises. The offer must include the required declaration confirming compliance with the participation conditions and absence of exclusion grounds, along with prices for the basic and optional quantities and the unit price. The submission deadline is 6 October 2026 at 10:00. On signing the contract, the supplier must provide the concrete mix design and declarations of performance for the materials used to produce the concrete. A delivery note and weigh ticket must be issued for each vehicle loaded, and a declaration of conformity must be supplied within three days after delivery. The contract provides a 60-day quality guarantee; concrete with a significant defect must be replaced within 24 hours of notification.
