Vehicle removal and secure parking in Koszalin

Summary

The contract covers the round-the-clock removal of vehicles from roads in the city of Koszalin and their storage in a secure car park from 1 January to 31 December 2027. The service must operate 24 hours a day, seven days a week. After receiving a removal instruction, the contractor must reach the incident location within 60 minutes. The work includes travelling to the vehicle, safe loading and unloading, transport to the designated car park, storage and release of the vehicle to an authorised person. The contract covers electric scooters and other personal transport devices, bicycles and mopeds, motorcycles, vehicles with a gross vehicle weight of up to 3.5 tonnes, heavier vehicles and vehicles carrying hazardous materials. Estimated removal quantities for 2027 are 5, 1, 3, 571, 1, 1, 2 and 1 vehicles respectively; the estimated storage period is 30 days for each vehicle type. Actual volumes will depend on the contracting authority’s needs, but the minimum order volume is 60% of the total contract value. The car park must provide at least 70 spaces for vehicles up to 3.5 tonnes, accommodate all other vehicle types covered by the contract, and be located in Koszalin or within 15 km of the city boundary. It must be available around the clock, fenced, lit, monitored and inaccessible to unauthorised persons. The contractor is responsible for damage to or theft of vehicles and items in them during removal and storage, and must maintain liability insurance of at least PLN 1,000,000. The offer must include the offer form, price form and declaration confirming the absence of exclusion grounds; a power of attorney must be included where applicable. Prices must be stated in Polish zlotys, inclusive of tax, and must not exceed the statutory maximum rates for 2027. Price is the sole award criterion. Before signing the contract, the successful bidder must provide evidence of its legal right to use the car park.
